Following the big announcement of KONAMI's PES2019 a few weeks ago, they officially announced some the new league licenses they have acquired on the Pro Evolution soccer Twitter page (@officialpes) today!
So far, only Seven (7) of the new leagues have been announced - The Scotland Ladbrokes Premiership, Portuguese Liga NOS, Russian Premier Liga, Argentina Superliga Quilmes Clásica, Denmark Superliga, Switzerland Raiffeisen Super League and the Belgium Jupiler Pro League.
Global PES products and brand manager, Adam Bhatti also made it clear in a tweet that, "Russian Super Liga will be EXCLUSIVE to PES .... As you can see, we always had a plan.." - I personally think this is a way to make up for the UEFA License they lost this year.

As we wait for the remaining two, Konami stated on their official site that the game will also include many stadiums from launch, including FC Barcelona's Camp Nou and Palmeiras' Allianz Park, exclusively while new partner clubs and stadiums will be added after launch.
